Position Overview

  • Technical Program Manager for the Software Development department. The successful candidate will be involved in developing solutions as part of a small software development team. The candidate will work closely with other architects and other senior software engineers and QC team members to successfully test and assess ongoing development within demanding schedules.

Key Duties and Responsibilities

  • This position will oversee and coordinate the operations aspects of a software development program. Candidates will participate in various phases of the software development lifecycle (SDLC) including requirements analysis, specification generation, application design and software coding.
  • - Must be a high-energy and focused program manager who is comfortable working in a fast-paced, small company environment. Strong communication skills required.
  • - Demonstrated ability to translate vision into executable projects that are successfully delivered.
  • - Assesses issues and develops resolutions to meet productivity, quality, and corporate goals and objectives
  • - Develops mechanisms and action plans for monitoring progress, quality control, intervention, and problem solving
  • - Directs personnel, manages cost and schedules, ensures contract compliance, and serves as the primary interface for the program
  • - Monitors projects to ensure scope of work, schedule, and budgets are well defined and maintained
  • - Identifies variables in determining program complexity include technology used, schedule requirement, cost, contract complexity, risk, number and complexity of subcontractors, and requirements management
  • - Actively manages the program's budgets, schedules, and proactively initiates project communications and documentation
  • - Be adept at using multi-faceted business software applications to include the entire MS Office suite of products and Rational software
  • - Ability to adapt and thrive in medium size company environment
  • - Works with software engineers as well as business and product departments to develop and write application systems and programs.
  • - Tests each solution in appropriate Dev, Integration and QC environments adhering to departmental standards, policies and procedures, to ensure proper performance and efficiency guidelines are met.
  • - Performs all tasks and completes projects based upon an extensive knowledge of the software development life cycle.

  • - Obtains and maintains a working knowledge of operating systems and hardware used by the Development groups, and systemic relationships with outside service providers and designers.
  • - Documents programs in accordance with development standards and procedures.
  • - Creates and/or modifes current technical documentation.

Qualifications

  • 5+ years of CMMI Level 2 (or above) processes.
  • Experience with Oracle Portal products or other industry standard database systems.
  • Possesses outstanding leadership and technical capabilities,
  • Have 5 or more years of experience with the interpretation and application and IV&V
  • Possess detailed knowledge of how to scale projects. Fully understand project objectives, deliverables, expectations, and constraints.
  • Minimum 8+years of progressively responsible related technical experience, including multiple years developing large, technically complex systems.
  • BS or MS
  • Experience in Managing projects that following agile methodology
  • Possess excellent communication, relationship management, team building, negotiation and leadership skills
  • Provides program management leadership across the design, development and rollout of various initiatives
  • Have excellent oral and written communications skills
  • Have superior planning, organization, analytical, and decision-making skills
  • Have experience managing the project scope, budget, schedule, and profitability
  • Understand, explain, and utilize appropriate standards and methodologies.
  • Experience in applying system development lifecycle principles and methodologies

Requested Technical Knowledge

  • 7+ years experience with J2EE frameworks and full life cycle N-tier software development from conceptual design to implementation and unit testing including the following technologies:
  • 1.JSP - 2.HTML - 3.XML - 4.Servlets - 5.EJB - 6.JDBC - 7.Hibernate - 8.Spring - 9.Struts - 10.JSF - 11.JUnit - 12.CSS - 13.JavaScript - 14.SQL
  • Experience with one or more industry standard Java IDEs - Eclipse, IBM Rational Software Architect, WebSphere Application Developer, Borland JBuilder, JDeveloper.
  • Practical working experience with JSF and Rich Faces highly desirable.
  • Strong understanding of relational database architecture.
  • Experience with CM process and version control tools.
  • Experience with Rational Unified Process (RUP) desirable.
  • PL/SQL programming experience desirable.
